Do promotions affect partner settlements?

That is a contract decision, and both treatments are supported: the discount can be borne by the operator alone, or shared with the site partner in proportion to the split.

Can I run a corporate offer without a public code?

Yes — attach the offer to a driver group instead of a code, and every member gets it automatically with nothing to type.
